Contract Compliance and Institutional Reporting Associate

Overseas Regular, 100% FTE, Full-Time, Grade 005

The Contract Compliance and Institutional Reporting Associate reports to the Director, Contract Administration and Institutional Reporting (CAIR) and is responsible for working with Business Intelligence (BI) and query software to review, validate, and present data. The Associate assists in ensuring UMGC Europe maintains compliance with Department of Defense (DoD) contracts. This position also supports the reporting needs of stakeholders by building queries and reports on a periodic and ad-hoc basis. The position requires physical on-site presence at the UMGC Headquarters in Kaiserslautern, Germany. Some travel may also be required. 

SPECIFIC RESPONSIBILITIES INCLUDE:

  • Work with Business Intelligence (BI) software and student information systems (SIS) to create, validate, analyze, and maintain data reports and dashboards.

  • Analyze database integrity to provide qualitative and quantitative reports and analyses.

  • Monitor database outputs to verify key performance indicators (KPIs) and regularly analyze operational and student data, providing insights and updates to the relevant internal departments.

  • Serve as the back-up to the primary COR Liaison to work with the appropriate external stakeholders, including the Contract Officer Representatives (CORs), Education Services Officers (ESOs), and Education Services Specialists (ESSs), or other Government Constituents to ensure the timeliness of regular contract deliverable reports.

  • Collaborate with the Director CAIR to generate standard daily, weekly, monthly, quarterly, and year-end reports as per the contract or internal departmental needs.

  • Develop queries and ad-hoc reports as may be desired by senior management that support summary analysis for executive presentations.

  • Assist in gathering, data validation, and formulation of recommendations for quality assurance of the contract.

  • Participate and present findings in divisional data-focused meetings.

  • Collaborate with internal departments to create and update reports that assist with monitoring enrollment activity for special student programs and populations.

  • Attend Enrollment Operations meetings and look for areas of collaboration between CAIR and Operations departments, working closely with both department heads. This includes ensuring Customer Relationship Management (CRM) coordinators have access to and are trained on specific data-related dashboards.

  • Performs other job-related duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree from an U.S. accredited institution or foreign degree equivalent.

  • Two (2) years related experience.

  • Highest standards of integrity and confidentiality.

  • Excellent administrative, professional, and interpersonal skills.

  • Well organized and highly attentive to detail.

  • Ability to work collaboratively with team members in a matrix organizational structure.

  • Ability to adapt to changing short-term priorities while consistently supporting and contributing to the achievement of long-term goals.

  • Demonstrated mastery of Microsoft Excel.

PREFERRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree from a U.S. regionally accredited institution or foreign degree equivalent in an Information Systems, Data Analytics, or related field.

  • Two (2) years of experience with Business Intelligence (BI) software (Tableau).

  • Knowledge and experience of Structured Query Language (SQL).

  • Experience with PeopleSoft query building.

  • Knowledge and experience with analytical and data visualization software, databases, query and building.

  • Experience in data analytics and artificial intelligence (AI) tools.

  • Knowledge of U.S. Department of Defense contracts.

Hiring Range:

$51,500.00 - $59,500.00

Additional Compensation:

Employees receive the applicable currency adjustment (CAX) subject to monthly DoD COLA Index for the work location, which is subject to change and fluctuation based on market indices.
