Senior Buyer - IT

Office of Procurement

Regular Exempt, Grade 3.1

Location: Hybrid (Occasional Travel to Adelphi Required)

Specific Responsibilities include:

  • Draft solicitations for IT goods and services, including software, hardware, cloud services, telecom, and IT consulting, to ensure proper procurement, maximized competition, and alignment with proper procurement regulations, policies, and procedures. Collaborate with internal stakeholders to define and communicate vendor requirements, specifications, and expectations.

  • Support and lead IT procurements under the direction of management by soliciting for multiple proposals and price quotes, analyzing pricing submissions, and evaluating vendors for selection and contract award.

  • Collaborate with evaluation committees to recommend awardees, manage necessary approvals from external parties, and debrief unsuccessful vendors.

  • Perform IT sourcing activities such as researching new sources, methods, and suppliers, including cooperative agreements.

  • Review, negotiate, and adjust terms and conditions in master service agreements, professional service agreements, software license agreements, SaaS agreements, Statements of Work, etc., using the University System of Maryland and UMGC-approved legal clauses to reduce contractual risks and maximize cost savings in collaboration with multiple internal teams. Execute contract renewal options and develop amendments as needed.

  • Manage purchase requisitions, purchase orders, and contract lifecycle tracking in Workday. Review requisitions submitted by departments daily for processing. Review all requisition attachments for processing and/or follow-up.  Process Purchase Orders and Change Orders daily in Workday promptly to meet departmental procurement needs.

  • Assist in resolving requisition issues that may impact timely PO processing for assigned departments.  Assist vendors and departments with PO inquiries, directing invoice payment issues to and interfacing with UMGC Accounts Payable staff for successful resolution.

  • Perform other job-related duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

  • High school diploma and five (5) to seven (7) years of related experience are required.

  • Analytical skills in researching contract terms and conditions and experience in the use of Microsoft Word and Excel are required.

  • The ability to multi-task and problem solve is necessary, along with effective written and verbal skills.

  • The ideal candidate will have strong customer service skills as well as be professional, innovative, and detailed.

PREFERRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree preferred.

  • Candidates should understand established statutes, procurement policies, and regulations. 

  • Experience using the Workday Financial Management system is a plus.

Hiring Range:

$85,000.00 - $90,000.00
