The HRBC Senior Specialist provides support and acts as a central point-of-contact for most employee (staff and faculty) HR transactions. This includes but are not limited to processing HR transactions for all three UMGC divisions as needed, incorporating, and following best practices, serving as a subject matter expert on majority of HR processing issues/questions, working with internal and external customers on complex HR-related processes. HRBC Senior Specialist coordinates with the State of Maryland and the external vendors to ensure the integrity of personnel data, timely processing of necessary updates, implementation of best practices and compliance with the USM policies. HRBC Senior Specialist handles sensitive and confidential matters with discretion and tact while providing exceptional customer service globally. Possesses strong verbal and written communication skills, detail oriented and able to multitask in a highly demanding HR environment

SPECIFIC RESPONSIBILITIES INCLUDE:

  • Administer and support HR Business Center daily operations including, but not limited to processing employee transactions (staff and faculty) from hire to termination for all divisions (Asia, Europe, Stateside) as needed. Work with other members of UMGC HR department to obtain appropriate approval and determine the appropriate next steps as required. Coordinates with the HR offices in Asia and Europe and provides administrative guidance for HR-related transactions within established policies procedures. Identify and eliminate process inconsistencies. Works closely with HRBC Manager and other HR departments to find immediate and long-term solutions to issues that arise and looks for and recommends areas for process improvements.
  • Facilitate and perform weekly Personnel Interface file and its transmittal to the Central Payroll Bureau of the State of Maryland. Ensure successful completion and reconcile discrepancies internally or externally through careful reconciliation. In cooperation with HRIS and/or payroll department resolve discrepancies and troubleshoot system-related issues.  Conducts and or supports the HRBC Manager with activity pay functions for faculty pay.
  • Facilitate and coordinate Tuition Remission and Scholarship process for all divisions of UMGC (Asia, Europe, Stateside) for both faculty and staff including 50% reimbursements and retiree applications. Assist in defining practice and coordinate with internal and external Student Accounts Departments as needed.
  • Respond to HR inquiries and provide the highest level of customer service ensuring inquiries are responded and/or routed to the appropriate office within established timeframes.  Conducts research to resolve complex issues and ensures information disseminated to employees is accurate and reflects current policies and procedures.   
  • Performs a variety of other HR support duties to include but not limited to reviewing, developing, and updating HRBC webpages, standard operating procedures, quick reference guides, training materials, Workday documentation, preparing communication/outreach documents, commenting on policy and procedure changes, maintaining employee files and records and supporting special projects as needed.
  • Serve as a backup for HRBC Manager and lead for HRBC projects as assigned. Organize and coordinate HRBC team through daily routine operations and projects; delegate assignments as appropriate and re-adjust schedule and tasks as needed to ensure successful and timely execution. Provide mentoring and necessary professional guidance to other members of HRBC team.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in Human Resources or related field from an accredited institution of higher learning.
  • Three years for Human Resources and Customer Service experience.

Knowledge, Skills, and Abilities

  • Knowledge of Human Resources, strong verbal and written communication skills, detailed oriented and able to multitask in a highly demanding HR environment and provide exceptional customer service. Possess in-depth knowledge and analytical skills for matters involving complex HR-related issues and processes. Works independently or in a team environment on resolution.  Knowledge and skill in processing HR transactions in a HRIS. 

PREFERRED EDUCATION AND EXPERIENCE:

  • Master's Degree in Human Resources or related field.
  • Three years of Human Resources experience in a university setting with Faculty and Staff.

Hiring Range:

$62,000.00 - $67,000.00
