Associate Director, HR Operations

The Associate Director, HR Operations (AD, HRO) reports to the respective division's Director, Human Resources (DHR) and provides input toward strategic and programmatic leadership of the human resources and logistics functions with focus on HR policy, social media and communications, and workforce management.  The AD, HRO assists the DHR with the day-to-day activities of the office and acts as the department head in their absence. The AD, HRO may manage the the respective division's HR staff and is responsible for the performance management and hiring of these employees. The Associate Director, HR Operations serves as the HR liaison for its division's faculty and staff and collaborates with employees in HR/Payroll departments located in other UMGC regions. Duties include, but are not limited to, the following:

  • Assess and anticipate HR-related needs and communicate proactively with the regional HR department and department heads.

  • Formulate partnerships across the HR function and provide HR consultation to the leadership teams to deliver value-added service to management and employees that reflects the business objectives of the organization and promotes the strategic plan.

  • Maintains an effective level of business literacy about the business unit's financial position, its midrange plans, its culture and its competition to attract and retain knowledgeable employees. Participate in conferences, seminars, or meetings representing the DHR as required.

  • Assist the DHR in the daily administration of other HR and logistics services as directed or assigned, including recruitment and selection, promotions, transfers, job classifications, performance evaluations, employee relations in accordance with quality management principles overall objectives of the organization.

  • Communicate changes in the organization's personnel policies and procedures and ensure that proper compliance is followed.

  • Annually reviews and makes recommendations to executive management for improvement of the organization's policies, procedures and practices on personnel matters.

  • Analyzes trends and metrics in partnership with the HR group to develop solutions, programs and policies.

  • Manages and resolves complex employee relations issues. Conducts effective, thorough, and objective investigations.

  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with the legal department as needed/required.

  • Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).

  • Assists employees with expatriate assignments and related HR matters.

  • Provides guidance and input on business unit restructures, workforce planning, division wide interview process, and succession planning.

  • Track record of achieving results that contribute significantly to the organizational strategy.

  • Continuously expand working knowledge of all HR and logistics operations to identify areas needing improvement and automation, and work with individuals from all regions to identify and implement needed solutions in HR Information Systems.

  • Monitor and maintain official internet spaces and office email accounts and respond to inquiries as required.

  • Assist the DHR with HR data reporting, special projects, and other duties as assigned.

  • Perform other job-related duties

Other Duties May Include:

  • Oversee logistics (HR mobility) operations, i.e., requesting government orders/Letters of Authorization (LOAs), arranging business travel for employees, assist with employee relocation, and managing the Department of Defense (DoD) background investigation process

  • Collaborate with the Contract Compliance and Institutional Research on reporting needs to ensure contract compliance.

Required Experience and Education: 

  • Bachelor's degree from a regionally accredited U.S. institution or foreign-degree equivalent in Human Resources or related field

  • Three (3) years of progressive HR Generalist or related experience

  • PHR or SHRM-CP certification

  • Minimum two (2) years of supervisory/management experience and work experience in a team environment

  • Highly organized and have excellent verbal and written communications skills, customer service skills, a high level of attention to detail, superior work ethic, the ability to work collaboratively with team members in a matrix organizational structure, and the highest standards of integrity and confidentiality.

  • Ability to prioritize and juggle multiple concurrent projects and possess a high level of analytical thinking for identifying and improving complex work projects.

  • Computer literacy with an intermediate understanding of computer software, especially in Microsoft Office 365 is critical.

Preferred Experience and Education:

  • Master's degree from a regionally accredited U.S. institution or foreign-degree equivalent in Human Resources or a related field

  • SPHR or SHRM-SCP certification
